The Rat is the concisest Tenant.
He pays no Rent.
Repudiates the Obligation—
On Schemes intent

Balking our Wit
To sound or circumvent—
Hate cannot harm
A Foe so reticent—
Neither Decree prohibit him—
Lawful as Equilibrium.
