in the first two stanzas the city in the sea is to be percieved as its own heaven in the third stanza the tone begins to change and in the last two stanzas the city the melancholy waters are now restless by winds change of course. perhaps poe is relating to himself in a similar manner-he may sometimes have believed himself and his life to be that of heaven but only realized again and again the true meanings of himself and life
